In 2006, the Saskatchewan Youth Award was established to recognize the exceptional contributions to the province made through the personal accomplishments of young people ages 15 to 24.

The Honourable Wayne Elhard, MLA for Cypress Hills

The Provincial Secretary is a member of Executive Council who reports directly to the Premier. 

His role is to assist the Premier with duties related to:

  • diplomatic engagement and protocol;
  • specific events, anniversaries and provincial honours and awards;
  • the Office of the Lieutenant Governor; and
  • French-language services.

Prior to his involvement in politics, Mr. Elhard was a partner in a farming operation and worked in the farm machinery business for more than 20 years.  He spent ten years in the electronic media, and worked as a personnel recruiter for one of Canada's leading recruiting and consulting firms.  Based in Edmonton, he worked on behalf of many of the nation's foremost engineering and construction companies.

Mr. Elhard obtained a B.A. in history and philosophy from the University of Lethbridge, and later earned a Master's Degree from Baylor University in Waco, Texas. 

Mr. Elhard was the first Saskatchewan Party MLA elected to the Legislature in a by-election in June of 1999.  He was re-elected in the 1999 provincial election, and again in 2003 and 2007.  He served as the Minister of Highways and Infrastructure, Minister Responsible for the Public Service Commission and the Provincial Secretary from November 21, 2007 to May 29, 2009.

Mr. Elhard previously served as the Minister of Highways and Infrastructure, Provincial Secretary and Minister responsible for the Public Service Commission.  He served as the chairman of the Global Transportation Hub, a large distribution and logistics project just west of Regina.  In June 2010, Premier Brad Wall tasked Mr. Elhard with coordinating the long-term infrastructure needs of the province as Legislative Secretary to the Premier, Ready for Growth Provincial infrastructure Initiative.  He was re-appointed as Provincial Secretary on November 30, 2011, and continues to serve as the Legislative Secretary to the Premier. 

Wayne and his wife, Marilyn, continue to call Eastend home. They have two children:  Jonathan and his family live in Red Deer, Alberta; and Brooklyn is attending university in Ontario.
