Francophone Affairs 2012 is the Year of the Fransaskois in Saskatchewan Paul Heppelle, president of the Assemblée communautaire fransaskoise, receiving the official proclamation declaring 2012 as Year of the Fransaskois in Saskatchewan from Provincial Secretary Wayne Elhard. December 7, 2011. For over a century, before Saskatchewan was ever a province, francophone settlers from Europe, Eastern Canada and the United States began to arrive in this land to build a better life. These settlers and the generations that followed, our province's Fransaskois, have continued to not only survive but flourish and have grown into a vibrant community that is now an integral component of the history and identity of the great province of Saskatchewan. The Francophone Affairs Branch (FAB) serves as a liaison between the provincial government and the province's French-speaking population. We provide support to all provincial government ministries and agencies that are looking to offer and improve French-language services. We are also responsible for guiding and monitoring the implementation of the Government of Saskatchewan French-language Services Policy
